Goal 1: To prevent FASD in the community
  • Objective A: To promote education and public awareness
  • Objective B: To work with others to advance intervention and prevention
Goal 2: To enhance the quality of life for persons living with FASD
  • Objective A: Promote the development of personal, family and social support for people living with FASD, to act as a community resource
  • Objective B: Increase family stability and safer communities
Goal 3: To promote accountability
  • Objective A: Advocate, educate and participate in activities at all levels in which FASD is being addressed
  • Objective B: Annually review and integrate the twenty-six action plans developed at the 1997 conference “FAS: A Community Challenge” into the activities of the Cowichan Valley FAS Action Team.
  • Objective C: Follow up on recommendations contained in the brief “FAS and Partial AS: Collective Action for Collective Solutions.”


Society Accomplishments

Following are examples of the public education, awareness and advocacy measures carried out by the Cowichan Valley FAS Society.
  1. Sponsorship of the conference FAS: A Community Challenge in February, 1997 that attracted close to 200 participants
  2. Research and publication of the brief, “FAS and Partial FAS: Collective Action for Collective Solutions”, February, 1998
  3. Sponsorship of an October 1998 workshop on FASD by Debra Evensen, American educational specialist in emotional and behavioural disabilities. This three-day event was planned and coordinated in cooperation with School District #79 and Cowichan Tribes
  4. Sponsorship of a November 1998 stakeholder meeting on community safety and crime prevention as related to youth at risk
  5. A poster presentation at the November 1998 Vancouver conference, “Finding Common Ground: Working Together for the Future”
  6. Two poster presentations at the First Nations’ Nursing Conference in Richmond, BC in January and February 1999
  7. Participation in a panel discussion at the February 1999 conference in Port Moody, “A Community Responds: A Conference with a Difference”
  8. Presentation and acceptance of three resolutions to Duncan City Council, the Association of Vancouver Island Municipalities and the Union of BC Municipalities in September 1999 petitioning the BC government to reduce FAS and pFAS through a province-wide education and awareness campaign.
  9. Presentation of the three resolutions to the Central Vancouver Regional Health Board on March 27,1999 with a similar request to regional health authorities across BC
  10. Conference presentation to the First Nations nurses on Vancouver Island at Queen Alexandra Hospital, Victoria on March 30,1999
  11. A grant of $50,000 from the federal Department of Justice, Community Mobilization Program led to the opening of a store-front office in downtown Duncan in April 2000 and initiation of the Seeking Alternatives program.
  12. Collaboration with the Seeking Alternatives program to develop and present two workshops in May and June 2000:
  13. Participation in a forum sponsored by the Children’s Commission, November 23rd and 24th, 2000 to examine the issues surrounding FAS, develop support strategies and promote intersectoral collaboration.
  14. A grant of $16,500 approved by Health Canada in December 2000 for a train-the-trainer Community Outreach Project.
  15. A grant of $50,000 in 2001 from the federal Department of Justice, Community Mobilization Program for Finding Alternative Solutions: A Mentorship Program for Youth with neurological disabilities
  16. Sponsorship of a May 2002 workshop, in partnership with Coast Employment and Training Society and Hiiye’yu Lelum Society, on FASD by Debra Evensen, American
  17. Educational specialist in emotional and behavioural disabilities.
  18. A grant of $170,800 from the National Crime Prevention Centre’s Partnership Program for Action for Inclusion: FASD Audits, a two-year educational pilot project to increase community capacity of community organizations to effectively accommodate people living with FASD

Other Society Achievements
  1. Publication of a book of poetry written by Leon’s Mom, a mother in our group, entitled “And Have Not Love”
  2. Publication of the book “Jaycee”, written by a grandmother on the Action Team;
  3. Press releases and letters to the editors of local newspapers distribution of minutes and additional information from Action Team meetings to interested community members
  4. Establishment of a small resource and information centre at Cowichan District Hospital
  5. Ongoing, informal education of service providers, professionals and the general public, for example, teachers, counsellors, physicians and other health-care professionals, lawyers, police and parole officers
  6. Discussions with local newspaper editors regarding the use of appropriate language when writing about people with disabilities
  7. Placement of warning signs about FAS in liquor distribution outlets and drinking establishments in the City of Duncan. The Municipality of North Cowichan, the Cowichan Valley Regional District and Cowichan Tribes have been requested to do likewise (responses pending).
  8. Publication of “Your Victory: A Happy Child”, a resource booklet outlining supportive strategies for the staff of children’s summer camps and recreation programs. Written by parent, Ro deBree for the Seeking Alternatives program.
